
The "Postdoctoral Innovative Talents Support Program" (hereinafter referred to as the "Boxin Program") is a significant talent support initiative established by the State. It aims to attract outstanding recent doctoral graduates to engage in postdoctoral research and to accelerate the cultivation of a group of excellent young scientific and technological innovators who can enter the global frontiers of science and technology.
In accordance with the requirements of the Notice of the Office of the National Postdoctoral Management Committee on Doing a Good Job in the Declaration and Implementation of the 2020 Postdoctoral Innovative Talents Support Program (Bo Guan Ban [2020] No. 1), the 2020 "Boxin Program" has officially commenced. The relevant arrangements for the application are as follows:
1. Program Introduction
Combined with key research bases such as National Laboratories, and aiming at national major strategies, strategic high-tech, and frontier fields of basic science, the "Boxin Program" will select 400 outstanding fresh or recent doctoral graduates to enter domestic postdoctoral stations to engage in research work.
The State will provide each recipient with a funding of 630,000 RMB over two years, consisting of:
· 400,000 RMB for daily expenses;
· 200,000 RMB for the Postdoctoral Science Fund;
· 30,000 RMB for international exchange expenses.
Recipients of the "Boxin Program" are determined through a peer expert review conference. Prospective entrants who receive funding must complete the entry procedures within 3 months after the list is announced; failure to do so will be regarded as an automatic forfeiture of eligibility.
2. Eligibility and Conditions
Applicants must be proposed full-time entrants for the year 2020 or full-time postdoctoral fellows who have recently entered a station. They must meet the following conditions:
1. Born on or after January 1, 1988 (inclusive), with good scientific research potential and academic ethics. Note: Doctoral degree holders returning from overseas study and foreign doctoral degree holders are not eligible to apply.
2. Proposed Entrants: Must be a full-time PhD holder who obtained their degree within 3 years. Priority is given to fresh full-time doctoral graduates of 2020 (applicants must have met the basic requirements for the doctoral dissertation defense at the time of application).
3. Recent Entrants: Refers to personnel who obtained their doctoral degree on or after January 1, 2019 (inclusive) and entered the station between February 28, 2019, and February 29, 2020 (inclusive) as recorded in the National Postdoctoral Import/Export System. They must not have previously applied for the Postdoctoral Innovative Talents Support Program or the China Postdoctoral Science Foundation Special Support (Pre-station). They must apply through their current postdoctoral research mobile station and may not change their cooperative supervisor.
4. The discipline of the declared project must belong to the categories of Science, Engineering, Agriculture, Medicine, or the first-level discipline of Applied Economics, and must align with the Priority Funding Research Fields (see Attachment 1). The declared project must not be a classified (secret) project.
5. Proposed entrants must have preliminarily selected a postdoctoral cooperative supervisor and formed a preliminary research plan in consultation with the supervisor. The cooperative supervisor should be a renowned expert in the research field with profound academic attainments and should, in principle, be able to provide a national-level research platform for cultivating postdoctoral researchers. If funded, the applicant must transfer their personnel file to our university upon entry and guarantee full-time engagement in postdoctoral research.
6. In principle, doctoral graduates from our university should change their first-level discipline and postdoctoral cooperative supervisor upon entering the station.
7. Applicants must not have been previously selected for the generic "Young Elite Scientists Sponsorship Program" by the CAST, the "Postdoctoral International Exchange Program (Dispatch Project)," or the "Postdoctoral International Exchange Program (Introduction Project)."
3. Application Procedures and Materials
1. Online Application: Applicants must log in to the "Boxin Program" information system on the China Postdoctoral Science Foundation website between February 8 and February 29, 2020, to fill out the application form online, submit it, and print it.
2. Paper Materials Preparation:
o (1) Paper Application Form: Must be printed from the online system.
o (2) Identity Materials: Applicants who have already obtained a doctoral degree must provide photocopies of their Doctoral Degree Certificate and Doctoral Graduation Certificate. Fresh doctoral graduates must provide a photocopy of their Student ID, and a photocopy of the Resolution of the Doctoral Dissertation Defense or the Notice of Doctoral Dissertation Pre-defense (if there is no Pre-defense Notice, a relevant certificate of consent to defend issued by the university's degree authority/Graduate School or the department must be submitted).
o (3) Academic and Research Outcome Materials: Papers, monographs, patents, or awards representing the applicant's highest academic level and research achievements. Applicants may choose from these types, but the total number must not exceed 3.
§ For papers: Provide the full text.
§ For monographs: Provide the table of contents and abstract.
§ For patents or awards: Provide photocopies of certificates.
o (4) Recommendation Forms: Doctoral Supervisor Recommendation Opinion Form and Postdoctoral Cooperative Supervisor Recommendation Opinion Form. Recommendation opinions can be handwritten or printed, but must be signed by hand. Scanned copies must be uploaded to the information system.
